The power business licensing system is the legacy of the former State Electricity Regulatory Commission. The Energy Bureau noticed that the relevant units and individuals operating the above-mentioned power generation business are not required to obtain a power generation power business license. When the project operation entity handles the grid connection operation procedures with the power grid enterprise, it no longer requires the provision of power generation power business license or other certificates.

Taking distributed photovoltaic power generation as an example, most of the projects are small-capacity or residential roof power generation projects. They do not have the qualification of corporate legal person. It is difficult to obtain project approval materials or project approval documents, and the cost of obtaining power generation licenses is high.

The National Energy Administration's Zhejiang Supervision Office found that even if distributed photovoltaic power generation technology and economic factors are feasible, due to excessive administrative costs, residents can easily abandon the installation and use of photovoltaic power generation.

The research team recommends that residential photovoltaic power generation projects do not have to obtain power business licenses, and operators do not have to obtain electrician licenses for network access; for distributed photovoltaic power generation equipment with a simple installation process below a certain capacity, in the case of ensuring project quality and safety. , can gradually cancel the qualification requirements for the installation unit and personnel.

The above recommendations were echoed in the Energy Bureau and State Council documents.
